Agent design is a product decision

Choosing the model. Should this agent use GPT-4o for maximum quality, GPT-4o-mini for speed and lower cost, Claude for nuanced language, or Gemini for multimodal capabilities? This decision depends on the use case, the user's expectations, the budget, and the quality bar. These are product considerations. An engineer can tell you which models are technically compatible, but the PM should be deciding which model fits the product requirements.
Writing the instructions. Agent instructions are, functionally, product requirements written in natural language. "You are a customer support triage agent. Classify incoming tickets into High, Medium, and Low urgency. High-urgency tickets involve service outages, security issues, or data loss. Route high-urgency tickets to the escalation team and generate an initial response acknowledging the issue." That's a product spec. It just happens to also be the agent's runtime configuration.
Selecting tools. Does the agent need web search? Database access? The ability to send emails? These are capability decisions that directly affect what the agent can do for the user. Product managers make these decisions every day when they define feature scope. Agent tool selection is the same exercise.
Designing team structure. If you need multiple agents working together, how should they coordinate? A coordinator pattern where a lead agent delegates? A collaborator pattern where agents work in parallel? A router pattern that directs each query to the right specialist? This is system design at the product level. It defines the user experience, the response quality, and the cost profile.
Now compare this to what engineering typically handles: setting up the runtime environment, managing API keys and secrets, handling authentication, building deployment pipelines, implementing error handling and retries, managing concurrency and scale, setting up monitoring and alerting. These are genuine engineering concerns that require engineering expertise.
The problem is that most teams treat everything in the first list as part of the second list. Agent design gets bundled into agent development, and the PM communicates through specs instead of building directly.

A PM building a research agent needs to decide: Should the agent search broadly and summarize, or search narrowly and go deep? Should it cite sources inline or list them at the end? Should it flag conflicting information or present a synthesized view? These choices determine whether the agent is useful for quick briefings or deep analysis. They're product-level decisions about user needs and quality standards.
The engineering work (making the search reliable, handling rate limits, caching results) is important but orthogonal to these design choices.
Support triage agent
A PM building a support triage agent needs to decide: What are the urgency categories? What criteria define each category? Should the agent auto-respond to low-urgency tickets? Should it escalate ambiguous cases to a human or make a best guess? What tone should the auto-responses have?
These decisions directly affect the user experience of both the support team and the end customers. Getting them right requires product judgment and user research, not engineering skill.
Content generation team
A PM building a content generation team (research agent, writer agent, editor agent with a coordinator) needs to decide: Should the coordinator send all content through the editor, or only flag content that seems off? Common objections
I hear a few recurring objections when I suggest that product teams should own agent design. Let me address them honestly.
"PMs don't understand models well enough to choose one." This was true eighteen months ago. It's less true today. The practical differences between models (GPT-4o is fast and capable, Claude is strong at nuanced writing, Gemini handles multimodal well, GPT-4o-mini is cheap and good enough for simple tasks) can be learned in an afternoon. PMs don't need to understand transformer architectures. They need to understand the trade-offs between cost, speed, and quality for their use case. That's product thinking.
"Instructions are more technical than you're making them sound." They can be. But most agent instructions are natural language descriptions of desired behavior. PMs write these every day in a different context: user stories, acceptance criteria, support macros, email templates. The skill of writing clear, specific instructions for an AI agent is very close to the skill of writing clear, specific product requirements. The biggest difference is that you can test agent instructions immediately and see the results.
"What if the PM builds something that can't scale?" This is a real concern, and it's why engineering stays involved. Engineering validates the architecture: can this handle 10,000 concurrent users? What happens when the API rate limit hits? How do we monitor this in production? The Figma analogy (and its limits)

Where this doesn't work (yet)
I should be transparent about the current limitations.
Complex workflow logic. If your agent needs conditional branching ("if the customer is enterprise tier, route to the VIP team; otherwise, use the standard flow"), most visual builders don't handle this well yet. You can work around it with creative instructions, but proper workflow nodes with conditional logic are still emerging.
Custom tool development. If your agent needs a tool that doesn't exist in the builder's library (say, an integration with your proprietary CRM), someone needs to write that tool in code. The PM can design the agent and select existing tools visually, but custom tools still require engineering.
Advanced model configuration. Temperature settings, top-p, frequency penalties, structured output schemas. Most visual builders expose the basics but not the full configuration surface. For fine-tuned models or highly specific model behavior, you'll need code.
Production operations. Deployment, scaling, monitoring, cost management. These are engineering-owned activities that visual builders don't address, and shouldn't. The builder is a design tool. Production operations require different tools and different expertise.
These limitations are real, and they define the boundary of what product teams can own today. As the tools mature, the boundary will expand. But pretending the boundary doesn't exist helps no one.
